This document is the official charter for Thong Chai Medical Institution, which was well known for providing free Chinese medical treatment to all patients regardless of race, religion, and nationality. The Charter itself is written in both English and Chinese, with the English translation attributed to He De Ru (何德如) (1870-1949), a member of the Tongmenghui (Chinese Revolutionary Alliance). He is also a former staff member of the Chong Shing Yit Pao, a newspaper set up by local merchants Tan Chor Lam and Teo Eng Hock with pro-Chinese revolutionary ideals.
