This certificate was issued to Leong Yiu Chong, who worked for the British as the Chief Clerk of the Estate Duties Office in colonial Singapore, and could read and write both English and Mandarin. He remained in the same job under the Japanese Administration during the Occupation, continuing so after the war for the Singapore Government. The Cambridge local examinations, in the form of the Junior and Senior Cambridge examinations, were first offered to students in Singapore by the University of Cambridge Local Examinations Syndicate (UCLES) in the late 1890s.
