This Samuel Withers safe was used by three political office holders at the Ministry of Law: Ms Indranee Rajah, Associate Professor Ho Peng Kee and Mr Edmund William Barker. E.W Barker was a first-generation minister in Singapore’s post-independence cabinet who served as Minister of Law from 1964 to 1988. He was responsible for drafting Singapore’s separation documents in 1965 – an agreement to separate, an amendment to the Malayan Constitution to allow Singapore to separate and the Proclamation of Singapore’s independence.
