The Singapore Citizenship Ordinance of 1957 opened Singapore citizenship to all residents born in Singapore or the Federation of Malaya and to British citizens who had resided in Singapore for at least two years. Citizenship by naturalization was also offered to those who had resided in Singapore for at least ten years and were willing to swear loyalty to Singapore. Registration began on 1 November 1957, with the use of this application form.
