This is a Kuomintang (KMT) Certificate of Appointment bestowed upon Neo Tiew (Leong Huo Chu, 1884-1975) by the Republic of China Overseas Chinese Affairs Commission.Neo was a Chinese community leader who supported the anti-Japanese war and was head of the Singapore branch of the Kuomintang (KMT) Youth League of the Three Principles of the People (YLTPP).
