Andrew Gilmour served 35 years in the Malayan Civil Service during Singapore’s colonial period. During his career, he held several posts, including Secretary for Economic Affairs, Financial Secretary and Director of Commerce and Industry. As Financial Secretary, he built the Economic Affairs branch of the Secretariat and became its chief in 1946.
