The late Mr Lim Kim San was an energetic Singaporean statesman and public servant, who cemented his reputation as “Mr. HDB” for his contributions in housing the population of Singapore as the first Chairman of the Housing and Development Board. During his distinguished public service career, Mr Lim held ministerial positions in various ministries from finance, education, defence to environment. He chaired various boards such as Port of Singapore Authority, Singapore Press Holdings and Monetary Authority of Singapore; and was Chairman of the Council of Presidential Advisers from 1992 to 2003.The Council of Presidential Advisers, comprising six members and two alternate members, was formed in 1991 following the amendment of the Constitution of Singapore to give the Singapore President custodial and discretionary powers to safeguard the nation’s reserves. The Council is tasked with the responsibility to advise the President in the exercise of his custodial and discretionary powers.
