Mr Lim Kim San was the first Chairman of the Housing and Development Board (HDB), who was best known for his contributions in housing the population of Singapore in the 1960s. During his illustrious public service career, he held ministerial positions in various ministries from finance, education, defence to environment.This plaque was probably given to Mr Lim as a farewell gift of appreciation when he stepped down as Minister for Interior and Defence in April 1968.
