With most roads still not tarred during the early 20th century, bullock carts remained important modes of transport as driving cars over such roads caused problems for the motorised vehicles. It is not surprising to find bullock carts by the Singapore River as they were often used to help in the loading and unloading of goods. Bullock carts could also be seen in the warehouses at the waterfronts or at the dockyards where they were used to transport goods to and from the godowns.
