Led by P. W. Maclellen of Glasgow, Cavenagh Bridge was built by convict labourers in 1869 and functioned as a much needed link between government offices in Empress Place and Commercial Square, or Raffles Place. Cavenagh Bridge was later limited to just light traffic when the nearby Anderson Bridge was built in 1910.
