This is one of the many ritual objects used in Tibetan Buddhist rituals by the Lama priest. The dragon at the bottom of the stick gives it a Chinese look. This object was probably donated by a Chinese patron to a TIbetan monastery, as was usually the case from the 15th century onwards.
