This is a portrait of William Bartley (1885-1961). He was the first appointed President of the Municipal Commission( 1931- 1946). Bartley was interned by the Japanese from 1942 to 1945.Born in Belfast he obtained his BA from Trinity College, Dublin. The Bartley Road was officially named after him in 1940.The signature of the artist along with date can be seen but cannot be identified due to the condition of the painting.
