This is a portrait of Mr Lazarus Rayman (1891 – 1948) who was Municipal President and chairman of Singapore Improvement Trust (SIT). He was known for his housing policies and a residential estate was named after him in 1949. Rayman, who was educated at Wadham College, Oxford served in the Malayan Civil Service and held various positions in the Colony and FMS.He was imprisoned in Changi during the Japanese Occupation. The painter William Haxworth has a sketch of him , now with National Archives of Singapore.This portrait has been painted by Hubert Andrew Freeth ( 1912 - 1986). He was a British portrait painter and etcher who studied at the Birmingham College of Art and the British School in Rome. Freeth exhibited regularly at the Royal Academy and the Royal Watercolour Society from 1936.
