The National Service Ordinance was introduced by the British in 1952 and came into effect in 1954. The Certificate of Registration that was issued had to be carried around together with the identity card as evidence of identity. However, the idea of National Service was not popularly accepted by the locals and resulted in demonstrations carried out by Chinese middle school students.
